Valve has released an update again: now by default server commands are not allowed to be executed by clients. This means, for example, that by default no Dominating, Rampage, Humiliation, ... sounds can not be played at the client side. To get this to normal each client has either to type in the console or put in local configs the following command:
cl_restrict_server_commands 0

Valve hat wieder eine Update geschaft: "by default" können jetzt die Server Befehle bei Clients nicht mehr ausgefuhrt werden. Das heisst z.B. dass Dominating, Rampage, Humiliation, ... Sounds können "by default" nicht mehr gespielt werden. Die Situation zu Normalität zu bringen soll man im Console oder in Configs volgendes schreiben:

* Added new cl_restrict_server_commands to prevent unwanted commands being run on game clients. The default value is 1, valid settings are:
0 = Don't restrict any server commands
1 = Restrict server commands in Valve multiplayer games
2 = Restrict server commands in all multiplayer games
* Decreased startup time in some cases by rate-limiting the packets sent to clients during logon
* Improved responsiveness when entering map areas with lots of entities by automatically compressing large packet updates
